Yes and yes. It is issued by the Income Tax Department itself, free, and legally equal to a physical card — banks and employers accept the PDF. The catches: you must never have held a PAN before, and your mobile must be linked to Aadhaar for the OTP.

The fix is paying the ₹1,000 fee (as per the portal, subject to change) and completing the link — it becomes operative again within about a month.
